KINERJA PEMERINTAH DALAM PENGELOLAAN SISTEM PERSAMPAHAN DI KOTA BIAK KABUPATEN BIAK NUMFOR

The amount of solid waste in Biak Town is increasing due to the development of Biak Town as the centre of economic growth in Biak Numfor regency. A lot of garbage are dumped into rivers, irrigation canals, yards, while transported to landfill and range of services is still limited. The research aims to describe the conditions of solid waste management system already, and measure how much the government's performance in managing such waste. This research is consists of 11 villages based on Biak town planning and using qualitative and quantitative description methodology with normative standard and frequency analysis. This research is used stratified random sampling which divided heterogenic population in to several homogeny groups based on solid waste amount in 99 respondents. The research is waste production in Biak town, mostly from non-residential area reached at 128 m3/day, while from residential areas reached at 110.02 m3/day. Deployment of waste production is highest in Biak town in the Samofa village reaching 22.47 m3/day and the lowest in the Mandouw village is 2.23 m3/day, while waste from non-residential area concentrated in the Fandoi village, Waupnor village, partly Saramom village and also some Mandala village, which is about 128 m3/day. Garbage service area at this time a total of 11 Villages / Sub is quite appropriate because it has a fairly high density of 50 people / hectare. The results of the performance of waste management based on public perception, most valued by the community is still not good so it is not fully subject to the satisfaction or community expectations. This shows the performance of waste management is not fully effective. Performance results are influenced by technical, institutional, financial, legal and community participation. Factors that affect the performance of waste management, among others, are still very limited infrastructure, transport operations are not optimal, is still lack of clarity on the division of tasks, especially in the collection and transport systems, the absence of revenue from levies that need subsidies for operations, operating costs are very limited, society has not fully support and waste management is still a lack of action against violations of regulations on waste.
