IMPLEMENTASI PROGRAM PENATAAN KAWASAN PERMUKIMAN DI SUNGAI JINGAH KOTA BANJARMASIN

The rapid growth of urban centers give pressure to the old areas that represent of the historical development Banjarmasin City to be involved in degraded. Since 2007, the government began seeking the realignment of the arrangement area in Sungai Jingah. However, its implementation not optimal. This study aims to identify the effectiveness of arrangement the program in the settlement improvemet of Sungai Jingah. The method used in this research was descriptive method with qualitative approach to exploratory data analysis in which deductive of presenting and the analyzing based on related theories. Implementation of the program settlement arrangement in Sungai Jingah are analyzed base of several variable such us (1) communication, (2) resources, (3) Disposition, and the (4) the Bureaucratic structure of the program implementation. To obtain the relevant data sources, researchers conducted interviews and the observations at research sites by compiling data from the secondary source data and relevant documentation from govermen agencies. The research concluded that the implementation of the settlement improvment program in the kelurahan of Sungai Jingah was not optimal. Government purpose of this program are implement concept from of Tridaya development can be achieved, but in terms of environmental, social, economic achievements are not maximal. Factor that effect the program is because the goverment doesn�t not mature in planning process so that the funds and the time are assumed to be insufficient. Overlapping responsibilities influenced the program implementation. This study recommen the importance of involving the competent parties in the program and the socialization of the program
