MANAJEMEN RISIKO TSUNAMI UNTUK PENATAAN RUANG DI PESISIR PERKOTAAN PACITAN, JAWA TIMUR

Pacitan is a low-land area that is geographically adjacent to the South Coast of Java and flanked by hills on either side. Pacitan is also a seismic gap area that is potential to earthquake and tsunami. Downtown area that is densely populated in Pacitan is directly facing the Pacitan Bay, so when the tsunami waves come, it will causes big losses due to there is center of people activities. This study aims to analyze the government�s efforts in the management of tsunami risk information, including assessment of vulnerability, capacity, and risk management for spatial planning itself. This study is expected to provide benefits for regional development, especially in the developing the spatial planning regulation that considers aspects of the disaster and tsunami risk in coastal urban of Pacitan. The study is limited in five rural area that is affected by tsunami with very high degree of danger based on research conducted by Mardiatno in 2008. The analysis revealed the need to review the existing landuse planning in the urban area of Pacitan. The number of residential areas and vital facilities are located in high-risk zones will give bad effects for people�s live in Pacitan. Construction of buffer zones and development of the concentration of new residential areas in a lower-risk area can be an alternative of risk reduction in spite of increasing the efforts to increase the zone capacity (people and institutions). Dilemmatic spatial planning policy formulation must be managed properly in order to bridge the interests of society, research, and also the government. Critical awareness is necessary to manage the environment, understanding the phenomena of nature, and begin the development sensitive to disaster (not only respond when disaster occurs, but also maintain the ecological balance of the environment)
