PERAN PEMERINTAH DAERAH KABUPATEN MALUKU TENGGARA DALAM MENINGKATKAN KESEJAHTERAAN MASYARAKAT PESISIR MELALUI PROGRAM PEMBERDAYAAN BUDIDAYA RUMPUT LAUT (Studi Kasus Budi Daya Rumput Laut di Desa Sathean)

Southeast Maluku District is one district in the province of Maluku that the bulk of its population living in coastal areas, as well as having a large enough ocean. Obviously this is very promising if maximized secarah good and focused. Indirectly to enhance the welfare of fishermen, the sea's main priority in making a living. Is inseparable from the responsibility of local governments in improving the welfare of Southeast Maluku regency administration to realize the empowerment program on seaweed farming, as a tangible manifestation of concern for coastal communities, particularly in rural Sathean. The research was conducted in the village Sathean, District of Southeast Maluku regency Small Kei. The purpose of this study was to determine the role undertaken by the Southeast Maluku regency government in improving the welfare of coastal communities associated with the culture program, and the factors that influence it. The research method used in this study is the kind of qualitative descriptive study. The data used in this study is the primary data and secondary data. Primary data is processed directly from the field through observation and interviews with informants. While the secondary data is data collected from other sources to support the primary data. Local Government Program is very important because the condition of the people of Southeast Maluku regency daily life depends only on the estate which can only meet the need to eat and drink. Local Government continues to enhance its role through the functions of empowerment by empowering coastal communities through the cultivation of seaweed. To support the Government program providing assistance in the form of Southeast Maluku seaweed package that directly handed over to the cultivation groups that have been established, especially in the village Sathean. This function is to support the implementation of regional autonomy, this function requires the empowerment of local government with sufficient authority in the management of regional resources in order to implement a decentralized affairs. For that Local Government needs to increase community participation and private sector development and governance activities. The results of this study indicate that the empowerment program was rolled seaweed cultivation by local governments through the agency of Maritime Affairs and Fisheries may be said to be inefficient because there are still obstacles in the field as the issue price stabilization, pest problems, the shelters post-harvest problems and the problem of giving help of a boat. This seaweed empowerment programs can be run either from the input and output then local government should establish local regulations related to the pricing of seaweed so farmers are not harmed by the buyer and related industries, human resource development through training to farmers associated with technical seaweed, there must be control and evaluation of marine and Fisheries department, so the program can be run more optimally, and there should penembahan aid package for the cultivation of which has been formed
