SELEKSI KANDIDAT KEPALA DAERAH (STUDI KASUS SELEKSI KANDIDAT KEPALA DAERAH INTERNAL PDIP KABUPATEN KARO DALAM PILKADA 2010)

This study explores a candidate selection of regional heads on intern PDIP Karo district in Election 2010. This study aims to determine the extent of the candidate selection of the regional head in democratic way and to find out how the level of institutionalization on the candidate selection. The approach used in the study is a descriptive qualitative by the PDIP Karo district as a case study. The results indicate that the candidate selection processed by the regional heads of PDIP is progressed in a democratic way. It says so, firstly, in the early stages, PDIP impose special requirements beyond the laws for the candidate, where the requirements are not discriminative and does not eliminate any element of equality. Secondly, although the selection in each level does not involve the public as voters generally, but the final result of the candidate selection represents the party interest in the area. Such process of democratic institutionalization has showed a signal institutionalization of quite strong in the candidate selection. It evident by several conditions that are: firstly, compliance with any level of selectors toward regulation has been established and agreed upon by the parties. Second, there are no factions or groupings within the party trying to undermine the solidity of the party. Third, the absence of strong presence both inside and outside the party who tried to interfere and dictate the process of candidate selection. The voted Siti Aminah as a candidate those was head of the region shows that the cadre members of PDI-P as a form of sovereignty dominated institutions more than the sovereignty of the party leader
