ANALISIS KESESUAIAN LAHAN UNTUK PEMUKIMAN MENGGUNAKAN METODE SPATIAL MULTI CRITERIA EVALUATION UNTUK KAWASAN IBUKOTA KABUPATEN KUPANG, PROPINSI NUSA TENGGARA TIMUR

Structuring Oelamasi region that serves as central government of Kupang regency is now more in the effort to harmonize the functions and capabilities in the region to support the activities of government and society. Strategic step in an effort to structuring and developing new areas can be done by analyzing land suitability, which is an excellent way to determine the suitability of land for different uses, including residential development. This analysis aims to identify sites to be developed which are suitable for settlement as well as to assess the suitability of land for the settlement allocation plan set forth in the General Plan of the Capital Territory (RUTR) of Kupang Regency. This study uses a Spatial Multi Criteria Evaluation (SMCE) methods that integrate spatial data processing procedure in a raster based on geographic information systems and multiple criteria of evaluation methods (Multi Criteria Evaluation) which was implemented in SMCE module, ILWIS 3.3 Academic. The main procedures in this method is to determine the criteria and parameters to be used in analyzing the adequacy of land, forming a structure analysis, weighting of criteria for analysis, normalizing of the value of the map data and calculating the level of suitability of land in the form of composite index of land suitability. This study considers only the physical aspects of the land , grouped into five main criteria: (1) The safety of location (2) The protection of farmland and forests (3) The accessibility and location of facilities Residential (4) The availability of groundwater (5) Ease of development process, as well as thirteen sub-criteria, and consider five factors limiting the development because of natural obstacles, and statutory provisions (constraint factor). The higher value of a composite index shows the more potential for residential development. The generated potential sites distribution map subsequently was compared with the planned allocation of residential land in RUTR to determine the accuracy of the allocation of land. The results of the analysis showed that 75.280.300m 2 or 33.34% of the total area can be used as residential and buildings. While the percentage of pixels that do not meet in the area of land allocation plans for settlements are BWK I is 54%, BWK II is 46%, BWK III is 27%, BWK IV is 32% , BWK V is 76%. The inaccuracy is due to the allocation of land for residential development in the capital of Kupang Regency (RUTR) have not considered the object which is included in the constraint factors such as the border of the river, slope aspect, swamps, agricultural and forests areas
