EVALUASI PROGRAM BANTUAN DANA BERGULIR BADAN LAYANAN UMUM DAERAH (BLUD) KOTA KENDARI

Poverty remains a challenge to be faced by the government Kendari. Based on Government Regulation no. 23 of 2007 on Financial Management of Local Public Service Board (BLUD) in conjunction with the Minister of Home Affairs Regulation No. 61 of 2007 on Guidelines for Technical Management of Regional Public financial Services Agency (BLUD). Assistance program revolving fund is one area that can be managed through the PKK-BLUD is to empower the community in utilizing existing resources so that movement of the real sector which in turn moves the wheels of a region's economy. Under Regulation Number Mayor 6 year 2008 on Guidelines for implementation/Management of Minimum Service Standard Revolving Fund through the patterns of Financial Management of Local Public Service Board Kendari, the government provides assistance by allocating credit services revolving fund (revolving fund) since fiscal year 2008 with a source of budget funds Kendari. This study aims to determine the effectiveness of the program and find out what factors influence the effectiveness of aid programs revolving fund BLUD Kendari. This study uses qualitative and quantitative analisys (simple statistics). Data were collected by using interview, quesioner, observation, and documentation technique. Qualitative methods of focus to see the pattern of economic empowerment activities that occur in the factual description of the field, while the quantitative method to measure the perceived benefits of community members before and after implementation of the program (single program before-after). The theory is used at once for interpretation of data is the theory of program effectiveness by Dunn by using a formal evaluation of program effectiveness can be seen from the impact of the program include the resulting output and outcome. From the results of the study concluded the economic empowerment of communities through effective BLUD Kendari less congestion can be seen lending a high level, the misuse of funds by the HR manager of BLUD, business development and economic conditions of the target communities do not experience a significant increase shows the performance of the program has not been effective.
