IMPLEMENTASI REFORMASI ORGANISASI PERIZINAN UNTUK MENINGKATKAN KUALITAS PELAYANAN PUBLIK DI DINAS PERIZINAN KOTA YOGYAKARTA

The purpose of this study was to obtain an overview of the implementation of the reform of licensing organizations to improve the quality of public services in Dinas Perizinan of Yogyakarta City. To answer the above purposes, the method in this study refers to the type of evaluation research that examines the implementation of organizational reforms in Dinas Perizinan of Yogyakarta City with technical data collection using a depth interview and observation. While informants were taken from the Head Office of Dinas Perizinan, Division Head, Section Head, Staff, and Consumers. To analyze the data using qualitative analysis techniques with an interactive model, which moves in the analysis of three components, namely data reduction, data analysis, and drawing conclusions and verification. Aspect formalization shows that licensing regulations are often amended in accordance with the development of social and economic dynamics of society and not all types of licensing be made in the form of local government regulation. For the aspect of centralization has been well proven by the intense coordination system each week to address and evaluate issues related to licensing which is being processed. In addition, there are routing slip which is a tool of official controls on performance related staff congestion or delay the licensing process. While from the aspect of specialization, in quantity and quality of its human resources are very less.
