Background: The Indonesian maternal mortality rate (MMR) is considered high. Based on the high incidence of MMR, the Indonesian government conducted many efforts to reduce the case included developing the quality of health services. However, sexual and reproductive health services have not been yet received by the community in particularly women. Some regions merely reduced facility and support for family planning program, for instance, which is part of the fulfillment of reproductive health right.
