KONTESTASI AKTOR PERUMUS KEBIJAKAN ANGGARAN DAERAH (Studi Kasus Dalam Penyusunan APBD Kota Bontang Tahun Anggaran 2010)

Current decentralization policy has set up the relationship and position between head of the regency and the Parliament that are integrally part of local government. It also has regulated their authorities related to the regional budget policy. It cannot deny that the formulation and the establishment of APBD as the form of regional budget policy have the dynamics of interest contestation by their actors. So that this study aims to explore the dynamics that occur during the discussion of RAPBD of Bontang City in 2010 between Tim Anggaran Pemerintah Daerah (Regional Government Budget Team -executive) and Badan Anggaran DPRD (the Parliament Budget Agency -legislature). It also aims to discover the patterns of interaction and contestation among the budget policymakers in searching for a mutual agreement. This research is a case study using historical exploration methods that is studying a case that has been going on in the past by exploring various phenomena as the object of research. The type of this study is data descriptive analysis using qualitative approach. The data source of the research is TAPD (executive), Banggar DPRD (legislature) and a few outsiders under NGOs. The methods of collecting data are in-depth interview, library research and documentation analysis. The research shows that during the process of budget formulation, the patterns of sharing profit and bargaining occur as the result of the different interests of each institution of the actors. The weakness of checks and balances function by Parliament gives the Executive extensive space to arbitrarily allocate regional budget. Parliament tends to not seriously optimize �musrenbang� mechanism facilitated by Bappeda, but rather takes the advantage of the recess as the absorption of its constituents� aspirations to be accommodated in APBD. This is part of Parliament's task as representative of society in the Government as well as to show politically their existence among their constituents. The practice of brokery is still happening among the members of Parliament toward APBD for their own interest
