Improving Utilization of Communal Water Supply in Banyuwangi

One of many programs to increase access to water is introduce communal water supply to community by HIPPAM (community based) scheme. The implementation of this scheme for communal water supply has raised the expectation that improvements have been realized in water supply provision for their domestic use. The objectives of research are to investigate conditions relate with water use and impact in the area with communal water supply and without communal water supply and to determine to what extent improvements in the water supply system have led to better utilization. The study area of this research is Pakis Rowo and Pakis Plampang as area with communal water supply and Sobo Wonosari and Bulusan Kampung Baru represent area without communal water supply in Banyuwangi Region, East Java. Water consumption as one indicator of access to water explained that household in Bulusan Kampung Baru has good access to water, shown by 80% of samples consumed more than 60 lcd. Worst performance of access of water is shown for household without individual connection in Pakis Rowo (most of sample consume less than 20 lcd). Impact to public health is indicated from water borne (diarrhea and cholera) and water washed disease (scabies). Impact to economic development is indicated from small brewing and maintaining livestock. In this case almost no differences significantly among four areas about health and economic impact. Utilization of communal water supply is indicated by number of water use/water consumption. Profile of water consumption in Pakis Rowo 6 lcd (12.1%) for ingestion, 40.82 lcd (82%) for hygiene activity, 2.2 lcd (4.4%) for amenity use and 0.73 lcd (1.5%) for productive use. Meanwhile, profile of water consumption in Pakis Plampang 4.79 lcd (7.7%) for ingestion, 53 lcd (85.3%) for hygiene activity, 3.82 lcd (6.2%) for amenity use and 0.5 lcd (0.8%) for productive use. Improving utilization can be done by understanding what has been happen about water utilization in the area and propose some strategies in infrastructure, management, community and other stakeholder
