PENGALAMAN PENERAPAN E-PROCUREMENT DI PEMERINTAH DAERAH (STUDI KASUS : E-PROCUREMENT PEMERINTAH KOTA YOGYAKARTA)

Clean, transparent government and able to respond effectively to change has been a goal pursued by the City of Yogyakarta. To achieve this goal one step taken is implementing e-procurement. Implementation of e-proc system is not easy to do because it requires stages in its execution while limited by time. This study aims to determine the stages taken and the factors that influence the implementation of e-proc and identifying the obstacles encountered and solutions applied. The results of research using case study method was found that the stages for implementing e-proc consists of preparation and implementation stages. The experience of city of Yogyakarta as revealed in this study indicate that strong leadership factor, basic laws / regulations / policies that underlie, available resources (human, budget, infrastructure), as well as changes management were made to have an influence on the smooth process of implementing e-procurement . Nevertheless there are also some other factors involved such influential support from legislators, the benefits of the application, and guidance from central government, is another factor affecting the implementation of e-proc, in addition to the commitment that comes from implementing elements. The results also reveal barriers that actually arise from such aspects as budget availability, room preparation, the form of institutional managers and human resource issues. These obstacles can eventually be overcome by applying a variety of solutions putting forward the principles of effectiveness and efficiency
