REGIONAL AUTONOMY PROLIFERATION OF REGION AND PSEUDO LOCAL GOVERNMENT IN INDONESIA

Makalah ini membahas sisi lain dari dampak negatif bahkan kegagalan dari pelaksanaan kebijakan desentralisasi di Indonesia. Salah satu penyebab tuntutan untuk membentuk daerah baru adalah Rent Seeking, di mana elit lokal dan politisi lokal mencoba untuk mendapatkan kembali kekuasaan melalui pembentukan daerah baru. Tapi satu hal yang diabaikan oleh para sarjana adalah keberadaan seorang pengusaha lokal yang juga bermain dalam pembentukan daerah baru. Kehadiran mereka tidak tampak begitu nyata dibandingkan dengan kehadiran elit lokal dan elit partai, karena mereka mengambil peran belakang layar sebagai pihak pemberi dana, kelompok ini kemudian disebut sebagai black market. Keberadaan black market di daerah selalu dibutuhkan oleh elit lokal dan elit politik daerah sebagai satu kekuatan untuk merebut kembali kekuasaan. One cause of the demands to establish a new area is rent seeking, where local elites and local politicians try to regain power through the formation of new regions. But one thing overlooked by scholars is the existence of a local businessman who also played in the formation of new regions. Their presence did not look so real rompared to the presence of local elites and party elites, because they take a role behind the scenes as lenders, the group was later referred to as the "black market." The existence of black market in the regional area is always needed by local elites and political elites as one force to regain power.
