Reposisi Birokrasi Publik (Studi Kasus: Birokrasi Pemerintahan Daerah Kabupaten Gresik dan Sidoarjo) = Reposition of Public Bureaucracy: A Case Study of Local Government Bureaucracy at Regencies of Gresik and Sidoarjo

ABSTRACT Since the deregulation packets were launced in the early decade of 1980s, several areas in Indonesia have developed into industrial and trade zones. Ideally, this development as occurred at the regencies of Gresik and Sidoarjo should be backed up by a bureaucratic reposition. This is so important be-cause local resources would be able to be managed effectively, if the local government developed adequately its capacity to manage the development process. Generally, it can be done by a bureaucratic reposition through the reinvigoration of public bureaucracy. However, in fact, the local government under the New Order never did it. This was becauce the local government was dominated and controlled by the national government as characterized by the bureaucratic polity. Its implication was that the local bureaucracy became the tool of the national government to implement its policies. Moreover, patrimonalism which was increasingly growing during the New Order, influenced the local bureaucracy being serving the interest of national government's elites, and not to serve the local people's interest. In sum, the local government's bureaucracy did not respond to the dynamics and the growing aspiration of the people.
