ABSTRACT The aim of this study is to identify strategic issues and to formulate strategies to respond the problems faced by the library. Both are critical steps of the whole process of strategic planning. To reach the purpose, the collection of data was conducted by using interview, documentary, and observation. The identification of strategic issues began with clarification of the library's mandate and mission.
