ABSTRAK Indonesia is committed to participate in the construction industry free market in 2020. Meanwhile, the competitiveness and capacity of local construction industry players are generally low. Therefore, strategic actions have to be formulated to improve the situation. In this paper the condition of Indonesia construction industry are discussed and the problems encountered are analyzed. Non constructive environment marked by corruption, dominating role of government, and loan financed development influenced by the interests of donor countries are assumed to be part of the reasons why the Indonesian construction industry's competitiveness growth is insignificant. Based on opportunities and challenges to be faced, the excepted construction industry condition is described which includes the application of collaboration and competition principles, the establishment of a transparent and level playing field, the existence of companies and players, guaranteed quality of products and services, and the increase of the roles of the private sectors and the public. Strategic actions proposed include strengthening of the playing field (field of business), development of business and professional associations, improvement of quality system (accreditation, certification, and standardization), development of education and training capacity, and development of private sector participation policy.
