Pengaruh ketersediaan dana kontan terhadap pengadaan dan penggunaan obat Puskesmas = The Impact of the Availability of the Fund in Cash on the Supply and the Use of the Drugs at the Puskesmas

ABSTRACT The objective of the study was to investigate the impact of the availability of the fund in cash on the supply and the use of the drugs at Puskesmas. The particular objective of it was to compare the pattern of the supply of the use of the drugs before and when the fund in cash has been available in Puskesmas to purchase the drugs with brand names and non esential drugs and the impact of availability of the fund on the purchase of the drugs, the use of the non esential drugs, polypharmacy, generic prescribing, the cost of the drugs in each prescription, the use of antibiotic and injection. The study was designed as a quasi-experiment involving 24 Puskesmas in 4 regencies, two of which were model regencies in regional autonomy and the other two were not. The pattern in the supply of the drugs was measured retrospectively before the availability of the JPS-BK fund in the Puskesmas in 1996/1997 and when the availability of it in 1998/1999. A survey on the prescription writing was conducted to investigate the use of the drugs in Puskesmas in 1996/1997 and 1998/ 1999 with the total number samples 2160 prescription. The data was analyzed using t-test and chi-square methods. The result of the study showed that availability of the JPS-BK fund significantly increased the cost of the drugs in each prescription (
