Abstract Land transaction has been resulting many big problems. One of the reasons is that the regulation on transaction cost is limited in the level of Regency. Various expenses fulfilling the regional requirement have not been regulated. This raises chances of illegal expenses which tend to make burden on the society. This research is aimed at finding out factors that cause the illegal expenses in land transaction. This research is done by interviewing several respondents and some life resources, and by observing the process of land transaction.
