The thesis is focused on personal activities in local government units. First, the thesis outlines the theoretical foundations of public administration in the context of its reforms. Then there is described the theoretical basis of personal activities. The aim is through analytical methods to evaluate the recruitment, adaptation and education of employees in local government units. The theoretical part is followed by empirical research that is concerned with the level and the quality of the personnel activities in practice.
