Comparation of electoral programs of ODS and ČSSD in the domain of economic and social policy

This thesis is a comparative study of electoral programs of the two most powerful czech political parties ODS (Civic Democratic Party) and ČSSD (Czech Social Democratic Party) namely in the domain of their economic and social policies. The main aim of this work is solely the comparation thus the research of similar and different points which ODS and ČSSD seek to promote in the long term. A secondary objective is an attempt to determine whether the frequent disputes between these parties stems from ideological differences, or whether it is rather a pragmatic concern. Comparison is in the same time synchronous and diachronic (comparison of two programs of political parties in the time frame from the beginning of 90's until these days), such a comparison allows to identify the consistency and continuity in the programs of ODS and ČSSD and their overall development. The first part introduces the ideological foundations of the ODS and ČSSD, the most important milestones in their development and their position in the czech party system. The second part is a comparison of the electoral programs of these parties in the mentioned area, according to various themes. The third part examines whether the dissents between the parties are rather ideological or pragmatic, mentioned is the role of opposition in the political process and the centripetalism of modern political parties.Práce je komparací volebních programů dvou českých nejsilnějších politických stran ODS a ČSSD, a to v oblasti jejich hospodářské a sociální politiky. Hlavním cílem této práce je samotná komparace, tedy zjištění společných a odlišných bodů, které se ODS a ČSSD snaží dlouhodobě prosazovat. Vedlejším cílem je snaha o zjištění, zdali časté rozepře mezi představiteli těchto stran pramení z ideologických odlišností, nebo jestli se jedná o záležitost spíše pragmatickou. Komparace je zároveň synchronní i diachronní (tedy srovnání programů dvou politických stran v časovém horizontu od začátku 90. let do dneška), takové srovnání umožňuje postihnout i konzistenci a kontinuitu v programech ODS a ČSSD a jejich celkový vývoj. První část seznamuje s ideologickými základy ODS a ČSSD, nejdůležitějšími mezníky v jejich vývoji a jejich pozicí v českém stranickém systému. Druhá část je komparací volebních programů těchto stran ve zmíněné oblasti, a to podle jednotlivých témat. Třetí část zkoumá, zdali jsou rozpory mezi stranami spíš ideologické nebo pragamatické, zmíněna je role opozice v politickém procesu a otázka dostředivosti u moderních politických stran
