Despite many studies on culture and entrepreneurship, still little are known about the role culture can play in the relationship between entrepreneurial intention and actual behaviour. This study adopts cultural entrepreneurial approach to tackle this problem by employing behavioural theories. Global entrepreneurship monitor (GEM) as well as global leadership and organisational behaviour effectiveness (GLOBE) project data were employed to test the moderating effects of cultural values on the relationship between entrepreneurial intention (EI) and entrepreneurial activities at a country level.
