The Canadian Incidence Study on Reported Child Abuse and Neglect (Trocme, 2001) found that structural factors such as poverty, poor housing and substance misuse contribute to the over-representation of First Nations children in child welfare care and yet there is very little information on the experiences of First Nations and Non-Aboriginal children after they are placed in care.
