Currently there are no European deployment guidelines for ICT infrastructures. A harmonised ICT infrastructure would, however, be useful in supporting the continuity of ITS services across borders or along international corridors. This paper presents an example of how such guidelines can be accomplished. The work to harmonise deployment of an ICT infrastructure was started by developing two documents: ICT Infrastructure Guidelines and Plan. The objective of the guidelines was to provide recommendations for the quality requirements of ICT infrastructure in the VIKING region to ensure the provision of core European ITS services with at least minimum quality with regard to benefits to the user and society.
