Trends and Policy Tasks of the Public Pension Reform in China

"This paper offers a review of trends and characteristics of Public Pension Reform since 1980 s in China. The Chinese government has restricted the coverage of the pension program to the priveledged state sector and urban area residents since her estabilishment. As the beginning of the economic reform in 1978, some defects of the fragmented social security program became apprant. Because of the heavy financial burden of state-owned enterprises on the Pension system, there often occurred that it could not benefit for the pension recipients. The rise of the early-retired employee the Chinese never experienced before, and additionally, unprecedented population ageing leds to a heavy burden of pension financing, urged the Government to commit the Pension Reform. Under the new system based on the Marketization strategy, the state tends to encourage individual effort and responsibility, and denounces dependency.
