The federally funded programs like Title I injected much needed categorical aid to many school districts. Similarly, many states sought to revise their general aid formulas in an attempt to achieve equity. But in the late 1970s and early 80s, there was a general retreat from equity in school finance. Now, the excellence-in-education movement is arguing for higher academic standards for all students.
