TOEFL-ITP has been used at Nagaoka University of Technology in the 1990s as a measure of English language ability for the third year students. It has been used as a standard mainly to evaluate students for admission to the graduate school. The scores of the students are so low that we should examine the validity of the test as well as its reliability. In this paper, we reevaluate the application of the test at Nagaoka University, reviewing its background, aim, learning support programs, budget, and test results, as well as the discussions and cooperation between representatives from the English language teaching staff and each of the engineering faculties
