The economic situation in higher education in Bulgaria is complicated. The universities have to maintain high quality services with limited resources. The libraries have faced with problems concerning the budget cuts and the increasing prices of resources at 7 to 10% per year, on the one hand, and the demands of the academic community for quality resources availability, on the other hand. The creating of new partnership is a way for providing better services and shared access to wider e-collections in the libraries at affordable prices. The Bulgarian Information Consortium (BIC) is the first and the only one nonprofit organization for shared services in the field of academic electronic resources for libraries without government support.
