Prerequisites for the Development of Public-Private Partnership at the Objects of Social Sector in the Republic of Belarus / I. V. Pinchuk

This article analyses the possibility of implementation in the Republic of Belarus the mechanisms of public-private partnership on the objects of social sector considering socio-economic and historical positions. The definition of PPP and the features of development of national socio-oriented economic model were described in this article. Concluded that the using of forms and mechanisms of public-private partnership that have already worked in other countries, without consideration of the unique features for local conditions may not produce the expected result for project participants, and as for the population. The possible directions of information policy on the development of cooperation between the state and business in the social sphere were marked. = В статье с социально-экономических и исторических позиций рассматривается возможность реализации в Республике Беларусь проектов государственно-частного партнерства на объектах социальной сферы. Раскрывается определение термина государственно-частного партнерства (ГЧП). Охарактеризованы национальные особенности формирования социально-ориентированной экономической модели. Сделан вывод о том, что использование уже отработанных в других странах форм и механизмов государственно-частного партнерства без учета уникальных для местных условий особенностей может не принести ожидаемого результата как участникам проектов, так и конечному потребителю в лице населения страны. Обозначены возможные направления информационной политики по вопросам развития взаимодействия государства и бизнеса в социальной сфере
