Kärnvapen och SALW – två hotbilder i konflikt?: En idéanalytisk granskning av FN:s nedrustningspolicy i relation till ett breddat och fördjupat säkerhetsperspektiv.

Measures against nuclear weapons are prioritized on the international disarmament agenda although Small Arms and Light Weapons (SALW) continue to kill more people. This is the starting-point of this thesis with the purpose to problematize hegemonic ideas about security. The research questions of this study are: What threat levels linked to nuclear weapons and SALW can be identified in UN disarmament policy? How can these threat levels be understood in relation to a broadened and deepened security perspective? This study applies a theoretical framework composed of dimensions, based on central ideas inherent in a broadened and deepened security perspective. Through a descriptive idea analysis, the UNs first committee resolutions (year 1995, 2005 and 2015) are analyzed. The analysis shows that there is an imbalance between expressed threat levels of SALW and nuclear weapons. The SALW-threat is to a greater extent framed based on ideas central to a broadened and deepened security perspective than the nuclear threat which is mainly based on ideas inherent in a traditional security perspective. However, an overall shift towards a broadened and deepened security agenda can be identified, which may be understood with reference to the debate between the traditional and the broadened and deepened security perspective
