A recent topic of high interest is the difficulties in attracting candidates for certain jobs in municipalities. This matter has become one of the major issues for municipalities. I therefore found it interesting to investigate this issue in more detail. The purpose of the essay has been to describe and analyze how a municipality works with the topic of competence provisioning, in attracting, educating and retaining the employees and to find potential improvements as it relates to strategies in these topic areas.
