Strategier för cykelplanering - En fallstudie av två svenska kommuner

This thesis highlight why the goals of increased cycling are not achieved, despite the fact that many municipalities establish policies and strategies to increase the use. Malmö and Mölndal have been reviewed based on how they work with bicycle planning, how cycling has developed over the past years and how the bicycle infrastructure is today. A culture of benefit to cyclist’s identity must be created for more people to choose to ride bikes, which only can occur when cyclists expectations for speed, safety and comfort is considered. Function mixed areas with short distances, where people's everyday activities are grouped, is favourable for increasing cycling. The attractiveness of cycling is directly linked to the attractiveness of car driving, and several European cities have gained in cycling as a consequence of limited car traffic in the city centre. When comparing what is written in the urban strategic policy documents focusing on cyclists with the research that has been studied in the literature review, the content is very corresponding. However, there seems to be a big difference in the plans outlined in the strategic policy documents, compared to how Malmö and Mölndal actually work, and especially by the condition of the cycling infrastructure. Many measures in the cycle policies will not be implemented in the near future, mainly because of financial restrictions. There also seems to be a broad willingness to carry out improvements for cyclists, but the fear of reducing accessibility for car traffic is substantial
