The main purposes of this essay was to identify motives for, and to study a project called "contractors in social welfare" introduced in the municipality of Stockholm in 2001. The aim of the project was to introduce quasi-markets in social welfare. We also intended to investi-gate whether there is a tendency towards vouchers within this project. The essay also contains a comparison between the project and the introduction of quasi-markets in geriatric care in Sweden during the 1990´s. The primary as well as the secondary sources are documents of various kinds connected to the project "contractors in social welfare" and to privatisation.
