Statskontoret, EU och statsförvaltningen En idéanalys av Statskontorets tankeföreställning rörande en europeiserad statsförvaltning

The purpose in this thesis is to explore the underlying conceptions concerning europeanization and public administration that Statskontoret is expressing in its publications. Statskontoret is an agency in the service of the Swedish State which provides the Government and the Ministries with investigations and surveys. The methodological choice in this thesis is to perform an idea analysis containing two ideal types which correspond with two polar theories, transnationalism and nation-state logic, concerning how a state will react on increasing european- ization. Initially, the theoretical framework is presented, and is followed by a presentation of the content in the relevant publications of Statskontoret. The ideal types and the publications are examined from six different dimensions with the ambition to explore the underlying conception in the publications. These norms and ideas are compared with the theoretical framework to explore which one of the ideal types that is the most similar with Statskontoret's conception of European integration. The result is that Statskontoret's basic ideas of the concept of europeanization correspond the most with nation-state logic, which undoubtedly implies consequences for the investigations and surveys that the agency provides for the Government and the Ministries
