The purpose of the paper is to look at what role businesses play in the next stage of the Kyoto Protocol. More specifically I look at the role of the oil and gas industry in the politics of climate change. I present a counter-intuitive argument. Conventional wisdom says that one would assume that the largest polluters are actually the ones who are resisting climate change regulations but I want to refute that idea. I am basing my thesis on the assumption that multinational oil companies put pressure on governments to come out with clear ?playing rules? about how to go about designing and implementing successor to the Kyoto Protocol.
