Do human rights exist without social rights?

This thesis is to introduce the international fora of social human rights, focusing on the social security system of Finland. To demonstrate the complexity of the subject, analyses are made in solidarity, nature of norms and social dialogue. Regardless of the efforts of the International Labour Organization to stabilize social security matters by different Conventions and Covenants, at the national levels, social security is partly left to live its existence by constantly changing national legislations and to the mercies of the economical changes. The nature of the justiciability of the social rights, i.e. social security, is investigated whether the state obligation measures up to the progressive raise of social security in practise as put forward as a legal obligation of states. The focus group of this thesis is the young unemployed people, ages between 18 and 24, in Finland, Porvoo. The conclusion of the subject matter is to target the focus group earlier in their education to fulfil the legislative requirements on the progressive improvement in the social security system
