Add to ORKGIn the spring of 2010, the Swedish government published an action plan for Work Integration Social Enterprises (WISE). The submitted paper examines and analyzes the formation of the policy document and its sources of inspiration. Swedish policy formation on social enterprises and work integration social enterprises is analyzed on the bases of both Dolowitz and Marsh's theoretical framework as well as on thoughts regarding Europeanization. The issue analyzed is whether the process has been characterized by policy transfer from the EU. Upon examination, influences are clear from the EU through – not least – the European Social Fund (ESF) and the EQUAL Community Initiative
