This study aims to (1) describe the developing process of a character education model based integrated learning and (2) construct a prototype component of character education models based integrated learning. The study is close to the research & development (Gall, Gall & Borg, 2003). The research development form that applied in the development of character education models in elementary school is done by following a modification as described by Sukmadinata (2007). The development procedure includes the stages of: (1) preliminary study, (2) development stage, (3) model testing stage, and (4) dissemination of the final product in the form of manual publication for teachers.
