A problem of traffic flows control in congestion conditions is considered. Control is performed on intersections using optimal traffic lights phases durations. The traffic lights phases durations are searched using previously proposed traffic flows mathematical model which is based on the controlled networks theory and evolutionary algorithms. To present a large scale road networks the model contains the connection matrices that describe interactions between input and output roads in subnetworks. Results obtained on traffic simulation software CTraf are given. © 2017 The Authors
