Les dispositifs REDD+ (Reducing Emissions from Deforestation and forest Degradation) ont émergé au début des années 2000 en tant que mécanisme international de lutte contre la déforestation dans une optique d’atténuation du changement climatique. Ayant adhéré aux dispositifs REDD+ dès leur création, les pays du Bassin du Congo devaient procéder au monitoring de la déforestation et de la dégradation forestière qui s’y déroulent.
