Deforestation monitoring in the Congo Basin : what synergies between exogenous and endogenous knowledge?

Les dispositifs REDD+ (Reducing Emissions from Deforestation and forest Degradation) ont émergé au début des années 2000 en tant que mécanisme international de lutte contre la déforestation dans une optique d’atténuation du changement climatique. Ayant adhéré aux dispositifs REDD+ dès leur création, les pays du Bassin du Congo devaient procéder au monitoring de la déforestation et de la dégradation forestière qui s’y déroulent. Nous avons utilisé une approche empirique consistant d’abord à évaluer les capacités des populations locales à mesurer les stocks de carbone forestier. Puis nous avons utilisé le modèle Research Integration and Utilisation (RIU) pour analyser la gouvernance et les difficultés de l’intégration des savoirs experts et des savoirs autochtones. Enfin, nous avons utilisé le concept de storytelling pour comprendre la surcommunication. Nos résultats montrent que les communautés locales détiennent des savoirs endogènes leur permettant de contribuer à la mesure des stocks de carbone, et que la gouvernance du transfert des savoirs pour le monitoring est assez faible du fait de l’inadaptation des institutions en charge des politiques de gestion des forêts. Nos analyses révèlent les multiples entraves sociopolitiques et organisationnelles qui inhibent les efforts des acteurs impliqués dans le monitoring de la déforestation dans les trois pays étudiés. Au-delà du monitoring, l’analyse des discours et des entretiens avec des acteurs impliqués dans des projets REDD+ implémentés ans le bassin du Congo a mis en évidence le storytelling de la REDD+, ce qui a permis d’élargir la réflexion pour expliquer la baisse de l’engouement initial que la REDD+ avait suscité.REDD+ (Reducing Emissions from Deforestation and forest Degradation) schemes emerged in the early 2000s as an international mechanism to combat deforestation from a climate change mitigation perspective. Having joined REDD+ mechanisms since their creation, Congo Basin countries had to monitor deforestation and forest degradation. This thesis questions their capacity to carry out this activity. We used an empirical approach that first assessed the capacities of local populations to measure forest carbon stocks. Then we used the Research Integration and Utilization (RIU) model to analyze the governance and challenges of integrating expert and indigenous knowledge. Finally, we used the concept of storytelling to understand and explain how REDD+ has been advocated and disseminated for implementation in the Congo Basin. Our results show that local communities hold endogenous knowledge that allows them to contribute to the measurement of carbon stocks, and that the governance of knowledge transfer for monitoring is rather weak due to the inadequacy of the institutions in charge of forest management policies. Our analyses reveal the multiple socio-political and organizational barriers that inhibit the efforts of actors involved in monitoring deforestation in the three countries studied. Beyond monitoring, the analysis of speeches and interviews with actors involved in REDD+ projects implemented in the Congo Basin highlighted the storytelling of REDD+, which made it possible to broaden the reflection to explain the decline in the initial enthusiasm that REDD+ had generated
