Linkage between Two-year College Education and the Qualification System

The primary purpose of this study was to establish a linkage between two-year college education and the qualification system in order to provide the opportunity of lifelong learning and effectively develop prominent human resources. The following set of objectives was formulated to fulfill this purpose: First, to identify the necessity and feasibility of links between two-year college education and the qualification system. Second, to formulate suggestions based on an analysis of linkage between two-year college education and the vocational qualification system in several selected advanced countries. Third, to identify the current condition of links between two-year college education and the qualification system. Fourth, to analyze the need for links between two-year college education and the qualification system. Fifth, to analyze cases of linkage between two-year college education and the qualification system using four selected national qualification items to make predictions about potential problems and their solutions. Lastly, to suggest a successful plan to strengthen links between two-year college education and the qualification system. This study included a review of the literature, case study, questionnaire survey, interview survey in Korea and selected foreign countries, conferences, and seminars by experts
