The primary purpose of this study was to establish a linkage between two-year college education and the qualification system in order to provide the opportunity of lifelong learning and effectively develop prominent human resources. The following set of objectives was formulated to fulfill this purpose: First, to identify the necessity and feasibility of links between two-year college education and the qualification system.
