After the amendment to the 1945 Constitution, there was a change to the institutions and authority of the MPR in the Indonesian constitutional system. Previously, the MPR was positioned as the Supreme State Institution implementing a single sovereignty of the people, but after making changes to the 1945 Constitution, the MPR was no longer positioned as the Supreme State Implementing Agency the sole sovereignty of the people. From one perspective, it has a positive impact on the Indonesian constitutional system. But in another perspective (along with the dynamics of Indonesian state administration), this change has created new problems. This research is a normative legal research with secondary data sources consisting of primary, secondary and tertiary legal materials. The data collection method uses document study techniques and data analysis with a descriptive-qualitative system. The results of writing this law include: first, the institutional journey and authority of the MPR in the constitutional system can be divided into 6 periods and from the 6 periods, the institutional and authority of the MPR has never been transformed into an institution as envisioned by the faunding fathers when it was first formed; second, the urgency of the design of the institutional and authority of the MPR and third, in the future the MPR needs to be positioned as the State Institution with the highest authority. Its membership will again be enlivened by the presence of group messengers
