Renovación urbana sobre el barrio Naranjal en Medellín : una estrategia de planeación urbana como expresión de gentrificación

The urban development of the city of Medellin and the dynamics of the economic model that has gone from being an industrial city to a city offering services, is generating adverse social consequences and impacts on the inhabitants of areas of the city that are projected to be intervened through territorial planning. The present investigation is focused on the formulation of the Partial Urban Renewal Plan of Naranjal, regulated by Decree 1309 of 2009, as a mechanism of urban intervention on a central and depressed sector of the city of Medellin, and in this sense, the following The proposal develops an analysis on the execution and implementation of this urban project and inquires about the perspective of the inhabitants and residents who object and resist the way in which this urban plan has been managed from the local institutionality. The analysis of this urban development project is based on gentrification and resistance categories, and the questions that guide the research exercise are: how is this urban development project a gentrifying process? And how has the process of resistance to this urban project been? The article presents theoretical elements for the analytical purpose and seeks to trace how the development of the partial plan has been managed, its consequences in terms of gentrification and the existing tensions between the social and institutional actors in front of said urban plan.El desarrollo urbano de la ciudad de Medellín y la dinámica del modelo económico que ha transitado de ser una ciudad industrial hacia una ciudad oferente de servicios, está generando unas consecuencias e impactos sociales adversos sobre los habitantes de zonas de la ciudad que están proyectadas para ser intervenidas a través de la planificación territorial. La presente investigación está focalizada en la formulación del Plan Parcial de Renovación Urbana de Naranjal, reglamentado a través del Decreto 1309 de 2009, como mecanismo de intervención urbana sobre un sector central y deprimido de la ciudad de Medellín, y en este sentido, la siguiente propuesta desarrolla un análisis sobre la ejecución e implementación de éste proyecto urbano e indaga sobre la perspectiva que tienen los pobladores y moradores que objetan y resisten frente a la forma cómo se ha gestionado desde la institucionalidad local dicho plan urbano. El análisis sobre este proyecto urbanístico se orienta desde las categorías de gentrificación y resistencia, y las preguntas que guían el ejercicio investigativo son: ¿de qué manera este proyecto de desarrollo urbano constituye un proceso gentrificador? Y ¿cómo ha sido el proceso de resistencia frente a este proyecto urbano? El artículo presenta elementos teóricos para el propósito analítico y busca rastrearla forma cómo se ha gestionado el desarrollo del plan parcial, sus consecuencias en términos de gentrificación y las tensiones existentes entre los actores sociales e institucionales frente a dicho plan urbanístico
