The problem of Internet diffusion in developing countries implies supply and demand aspects. In this paper, we focus on the supply aspects because decisions concerning the telecommunications sector have a great impact on the roll-out of networks, infrastructure and service diffusion. As the problems exist at the level of the sector, a micro-economic approach is justified, and we use game theory as a tool. The result is the description of a "story" and a "path", both consisting of successive stages. Ln the “story'', a succession of errors or decisions which are inadequate hinders the diffusion of telecommunications services in the country.
