Information and Communication Technologies in Low-income Countries. An Overview of the ICT-Sector Developments in Ghana and Sénégal

Im folgenden soil ein Überblick über die Telekommunikationssektoren in Ghana und Sénégal gegeben werden. Beide Lânder haben Rahmenbedingungen fur diesen Sektor geschaffen, die den Richtlinien der WTO und dem GATS (General Agreement on Trade and Services) entsprechen. Hierdurch wurden die Grundlagen fur private und auslündische Investitionen geschaffen. Neben der Beschreibung dieses institutionellen Rahmens, soil der momentané und künftige Status der Verbreitung von Telekommunikationsdiensten im jeweiligen Land skizziert werden. Darüber hinaus werden Initiativen und Projekte vorgestellt, die die weitere Verbreitung komplexer Informations-und Kommunikationstechnologieanwendung (beispielsweise Email und WWW) fordern sollen.The following paper wants to provide an overview of the telecommunication sectors in Sénégal and Ghana. Both countries committed themselves to the framework of the WTO agreement on basic telecommunication services and the General Agreement on Trade and Services (GATS). Thus, their governments have put in place the basic policy instruments to encourage private investment and entrepreneurial activities. Apart from describing those institutional settings, the current and future state of telecommunication services in the individual country will be described. Another aim of the article is to look at initiatives that increase connectivity in rural areas and to explore the emergence of more complex technologies such as Personal Computers and Internet services.L’article suivant veut donner un tour d'horizon des secteurs de télécommunication au Sénégal et au Ghana. Les deux pays ont établi les conditions fondamentales pour ce secteur, qui correspondent aux principes du WTO et du General Agreement on Trade and Services (GATS). De cette façon, les gouvernements ont créé les fondements pour des investissements privés et étrangers. Outre la description de ce cadre institutionnel, l'article veut esquisser l'état actuel et futur de la diffusion de services de télécommunication dans chacun des deux pays. En outre, on présentera des initiatives et des projets qui ont la tâche de promouvoir la diffusion d‘un emploi complexe des technologies d'information et de communication, comme par exemple les services Internet, dans les régions rurales.Bertolini Romeo.
