Retrospectiva de la institucionalidad científica y de los estudios ciencia, tecnologia y sociedad en venezuela

From the constituent process carried out in Venezuela that ended with the new constitution in 1999, the Venezuelan State has undertaken a series of actions aimed at strengthening the activity of science and technology under the concept of endogenous and sustainable development, recognizing his leading role as tools for the social welfare of all Venezuelans. Framed in the diverse criteria that determine the traditions that have covered the studies on Science, Technology and Society, the conceptual elements contributed, among others, by José Antonio López Cerezo, Jorge Nuñez Jover and Hebe Vessuri, are analyzed to reflect on the circumstances that have accompanied the development of science, technology and society thinking in Venezuela and the fundamental problems that these studies must address in light of the Latin American and Caribbean reality. The analysis was structured considering the path of the institutionalization of science and technology in Venezuela, from the transition stage of the agro-export economic model to that of the country with the largest proven reserve of oil worldwide. It goes through the vagaries of scientific policies developed from the twentieth century to the transformations promoted in laws, programs and plans of science, technology and innovation of the current Venezuelan period.Desde el proceso constituyente llevado a cabo en Venezuela que finalizó con la nueva carta magna en el año 1999, el Estado venezolano ha emprendido un conjunto de acciones dirigidas hacia el fortalecimiento de la actividad de ciencia y tecnología bajo el concepto de desarrollo endógeno y sustentable, reconociendo su rol protagónico como herramientas para el bienestar social de todos los venezolanos. Enmarcado en los diversos criterios que determinan las tradiciones que han recorrido los estudios sobre Ciencia, Tecnología y Sociedad, se analizan los elementos conceptuales aportados, entre otros, por José Antonio López Cerezo, Jorge Nuñez Jover y Hebe Vessuri, para reflexionar acerca de las circunstancias que han acompañado el desarrollo del pensamiento CTS (Ciencia, Tecnología y Sociedad) en Venezuela y los problemas fundamentales que estos estudios deben abordar en función de la realidad latinoamericana y caribeña. El análisis se estructuró considerando el recorrido de la institucionalización de la ciencia y la tecnología en Venezuela, desde la etapa de transición del modelo económico agroexportador al del país con la mayor reserva probada de petróleo a nivel mundial.
