Current estimates indicate that Member States are not on track to achieve the 20% energy efficiency target by 2020. The objective of this study is to estimate the technical efficiency of the electricity and gas demand in the residential sector of the European Member States from 1995 to 2010, to provide an alternative measurement of efficiency (by comparing the results of the estimated electricity and gas efficiency with electricity and gas savings, and electricity and gas intensity), and to calculate the CO2 potential savings of electricity and gas in the residential sector of the European Member States if they were efficient.
