Pelayanan Publik Sekretaris Desa di Kecamatan Bengka yang Studi Kasus Pelayanan Publik di Kecamatan Bengkayang, Kabupaten Bengkayang, Provinsi Kalimantan Barat

This study, entitled "Public Service of Secretary in the Bengkayang Village". This research used descriptive research method and qualitative approach to research sites in the sub district of Bengkayang named: (1). Setia Budi Village, (2). Bani Amas Village, (3). Tirta Kencana Village, and (4). Bhakti Mulya Village. Based on these results it has been revealed that the government system has not running well. It is especially concerning the implementation of public services somewhat forced, this is because the infrastructure and human resources (HR) were less supportive. Further result describes other factors including: the environment, inter-organizational relationships, organizational resources, characteristics and capabilities of the implementing agency that, based on the findings, still have some obstacles in carrying out public services
