This study demonstrates the importance that the principle of proportionality has in the field of temporary displacements of workers in the framework of a transnational provision of services as evidenced by the Court of Justice of the European Union in the Judgment delivered on September 12, 2019 by limiting the sanctioning power of the member states in this area failure to comply with the regulations issued in this area.
