Cooperation on the Arctic domain between Russia, the United States, Canada, Denmark, Iceland, Norway, Sweden, and Finland has been quite peaceful with little geopolitical tension (Pezard et al., 2017). Plans to prospect Arctic natural resources (Haftendorn, 2016) however raise challenges and uncertainty among security organisations on this domain. Reforms to global governance systems have been attempted, but new bodies mainly focus on specific challenges and remain in silos. The findings of this study indicate that coherence and constructive collaboration among global and regional policies, actors and institutions on all levels are needed in order to build resilient organisations for safety and security.
