PERUMUSAN RENCANA PEMBANGUNAN JANGKA MENENGAH DAERAH (RPJMD) DALAM MEMBANGUN NUSA TENGGARA BARAT YANG GEMILANG

The Regional Medium-Term Development Plan or commonly referred to as the RPJMD is a regional development planning document within a period of 5 years, and the RPJMD itself contains a description of the vision, mission, and program of the regional head based on the Regional RPJP and taking into account the National RPJM. For the West Nusa Tenggara Province RPJMD in 2018-2023 as a stage of sustainable development planning with the previous period, in an effort to achieve the vision and mission of the long-term development of the West Nusa Tenggara region in 2025. Seeing this, the writer wants to analyze the policy regarding the formulation of the Provincial RPJMD NTB. The research method used is descriptive qualitative, describing policy analysis in the formulation of the NTB Province's RPJMD and the problems encountered in the formulation of the RPJMD. The data collection techniques used are documentation, interviews and field observations as well as collecting secondary data that supports, and the theory used is the theory of policy analysis from William Dun. The results showed that the formulation of the NTB province's RPJMD changed the direction of policy from the previous period, namely from increasing local investment to disaster mitigation to build a resilient NTB province both infrastructure and the community as seen from the determination of eleven regional strategic issues that support disaster mitigation priorities in post-NTB province improvement the earthquake. Overall in the formulation of the RPJMD supported by several actors involved both from government and non-government, although thus there are deficiencies in the formulation of the RPJMD including the weak knowledge of the regional apparatus about the goals of the formulation of development, the quality of apparatus resources that are less qualified, the number of regional tasks that are there is still overlap between local government agencies or agencies
